This discussion paper offers views on how the Labour government's Strategic Defence Review of spring 1998 might forge a fresh national consensus on defence. It encompasses resources required to contribute to a major peacekeeping mission; and how Britain could play a full part in collective military action in regions adjoining Europe.;At the same time, the study emphasises that if the Ministry of Defence is to fund these areas within a limited budget, it must be ruthless in seeking maximum value for money. In particular, it must tackle the considerable waste of resources on capabilities that have been rendered irrelevant or excessive by the end of the Cold War.
