This manual is produced by Construction Audit Limited (a subsidiary of defect specialists NBA Building Performance Services) in their role as technical auditors for the Housing Association Property Mutual Limited.;The purpose of the technical audit is to identify and eliminate features of a scheme which may give rise to a claim under the policy. Minimization of risk will benefit all members of HAPM by enabling premiums to be kept as low as possible.;The basis of the audit system is the extensive collective knowledge of common defects of the Technical Audit Unit's experienced professional staff. This manual lists common defects together with appropriate guidance and advice on how they may be avoided.;It is important to stress that HAPM is not setting new standards but merely seeking to ensure that good practice as already defined is followed.;The audit process is divided into two parts. The first is a document and drawing appraisal and the second is one or more site vists by a Technical Audit Unit Inspector. After the drawing and document appraisal, any matters of concern will be notified to the housing association who will be responsible for taking the appropriate action. The site visit will enable the Inspector to re-assess the design appraisal in the light of what is found on site and will also enable him to form an opinion on the general quality of workmanship.;The paragraph headed HAPM GUIDANCE is intended to advise associations of the information and documentation they need to submit for audit and what items will be checked.;The approach being adopted by the Technical Audit Unit is new in the UK housing development field and the Technical Audit Unit welcomes any comments and feedback from HAPM members and others.;The continuing collation and feedback of technical data by the Technical Audit Unit will be a major part of its future role. In time, this will result in a resource of knowledge of considerable magnitude for the benefit of all members and all those concerned about housing. Discussions are in hand to ensure that this information is published and available to all those who wish to provide "better" housing.
