I do not, however, agree with my friend from Franklin, (mr. Sharpe, ) who was disposed to chide the committee of the whole for their rejection, in the early stages of the discussion, of this feature of an intermediate court. That is the funda mental part of the system proposed by the committee, and its rejection at the time that it was made by the committee of the whole was proper; it was the place to dis cuss it and to dispose of it.
