This volume is a study of Operation Flood, India′s major dairy development programme, which provides many features of interest from a perspective of key themes in development theory and planning. After a brief history of the programme, the authors: review basic policy choices; consider the factors determining the EEC′s expectations in negotiating large scale dairy aid and development programmes; examine the question of replication; question whether Operation Flood will lead to self-sufficiency in dairy products; and analyze the rural impact of Operation Flood.
