Publisher's Synopsis
Excerpt from Creating Public Service Jobs: Hearing Before the Subcommittee on Employment and Productivity of the Committee on Labor and Human Resources, United States Senate, One Hundred Third Congress, Second Session
As far as job, we want jobs in the private sector insofar as pos sible. But that is not always possible, and I think we have to recog nize that. We are going to end up paying people either for being productive or nonproductive, and we have made the wrong choice. We have too often paid people for bein nonproductive.
