BM1 Matthew Jacobs, a decorated surfman from the elite U.S. Coast Guard Umpqua River Lifeboat Station, faces a most cunning nemesis where he must thwart a determined operative, financed and schemed by the International Terrorist group known as Black September, who plans to unleash a deadly chemical weapon of mass destruction that can devastate not only the pristine Oregon coast environment, but potentially kill thousands of innocent lives. They have only days to find and secure the chemicals and apprehend those attempting to carry out the attack before the final countdown triggers the disaster, a disaster complicated by dangerous conditions found on the Umpqua River Bar.
