The Commission believes that race hatred and force will only complicate race relations in America more seriously, and that the only alternative to these is to be found in the counsel and cooperation Of men Of character, intelligence and good will. TO that end, the Commission has sought to bring together in every local community in the South the strongest white and colored men Of this type. Wherever this habit Of conference between the leaders of the races has been practised racial peace has been found easy to maintain, and many community improvements beneficial to both white and colored have been made.
The Commission is convinced that the local community is the place in which permanent improvement in race relations must be made, and that the problem of race relations in its larger aspects is but the sum total of numerous local situa tions, and that these can be satisfactorily adjusted only by conference and cooperation between the white and colored leaders within the local communities.
