The local units of government in the United States are spending in excess of $7 billion annually. Despite the magnitude of this sum, probably more than one-half of the tax-levying jurisdictions do not have adequate methods of budgeting, accounting, auditing, and reporting. Numerous local governmental units are still following the same practices that were adopted when they were established many decades ago. Improvement in the financial administration of local government has not kept abreast of the increase in the range and scope of governmental activity.
