Throughout the history of Western political thought, one of the main issues has been the problem of how to control governmental power. Every government may deteriorate and become destructive of the values it was intended to promote. This conviction has been expressed in the concept of "constitutionalism", the idea that all governmental power should be limited or controlled. Thus, constitutional government means limited government.;There are several ways in which control of governmental power can be realized.
