Captain Elena Casalobos and the crew of PT-109, John F. Kennedy, are dispatched to the all-female world of Devisator. Along the way they encounter alien raiders kidnapping people on the planet Vista. Does their mission include interference?
On Devisator, a visit by the war-like Galvari Confederation opens the possibility of placing Earth in the middle of a galactic-sized confrontation.
On Earth, The United Earth Council continues to deal with attempts to dissolve the planet wide unity movementy. Daniel Cooper, on sabbatical from Space Fleet, joins fellow Space Ranger Tab Barnwell and the newly formed UEC Marshals to locate and stop the insurgents.
