In the wake of technological developments in informatics and telecommunications, the industrialized countries have witnessed a dramatic rise in the utilization of computer networks. Networks are now at the heart of international trade, travel, financial flows, news, meteorological, scientific and technical data exchange. Developing countries must gain access to these international networks which provide the necessary and appropriate national computer communications infrastructure.
