Excerpt from Compulsory Local Investments: Address Delivered at the Forty Fifth National Convention of Insurance Commissioners, Ashville, N. C., Sept. 15, 1914
The introduction into the last two Mississippi legislatures of a bill to compel life insurance companies to invest within the State a certain proportion of their reserves has caused me to give more than a passing thought to this subject. The result of this deliberation is a deeper conviction on my part that these legislatures acted wisely in rejecting both bills by a majority of three or four votes to one.
