This article focuses on the sudden appearance of new users in Internet access points. The development of information and communication technologies has given rise to real enthusiasm among local populations. In spite of the weak and the penetrations of the Internet in Mali, one attends an unprecedented appropriation of the social networks and the creation of platforms of information to allow one and the other to express. The recent events in Mali, including the military coup against President Amadou Toumani Toure, have pushed users to frequent TVs and cybercafés. This emergence is also characterized by the putting on line of information in real time on all the activities with the one on the country inside or outside.
