This paper examines the requirement to C2 the network and associated personnel, facilities, and resources at the Regional Combatant Commander (RCC) level. This paper will not address the Functional Combatant Commanders (FCC) due to the fact they generally have assigned forces that operate on a global basis and are habitually assigned. The RCC may have forces that are habitually assigned but the Global War on Terrorism has demonstrated that all of the United States Military Forces must be expeditionary and the mission will dictate the forces used in the operation.
