I became convinced, and apparently you are, that just doing the first piece significantly diminishes the prospect of success 5 years out as to what those folks will be doing. It is a wiser investment to do the first piece and the second piece as part of one program, one initiative.
But, again, as I said, the devil is in the details of implementing this legislation and it is going to make a big difference how the Justice Department and the various agencies that are going to dis burse these grants respond to what programs they are asked to fund and to what degree, and that is something this committee is going to closely monitor. But at some point, I assume you will be having a significant input with the Federal Bureau of Prisons as to how they should use these dollars. At least I hope that is the case.
