The medical department in most of the State forces is still in an unorganized condition. The old regimental relation usually per sisting. Ut. While these forces in times of peace are independ ent bodies operating under the titles of National Guard or Militia along lines uncontrolled bv the general government. In times of war they would be drawn into the national service and subjected to the rules and regulations of the Department. Recogniz ing the necessity then for uniformity of conduct and qualifications as a preparation for war service. Surgeon General Nicholas Senn. Then of Milwaukee. Now of Chicago. With his accustomed sagacity. Evolved the idea of organizing the surgeons of the State forces into an association for mutual improvement and growth. Being to quote his own words - too modest at the beginning even to hope for a union of the National (inard surgeons with those of the Regular Army and Navy. In pursuance of this idea. Gen eral Semi invited to (line with him in Chicago on the 17th of Sep tember. T8m. Fiftv surgeons of the National Guard. Representing fourteen States. The gathering resulted in the organization of the Association of Military Surgeons of the National (inard of the I'nited States. Under which name it was known for the ensu ing three years. The Father of the Association was appropriatelv elected to the l'residencv and the citv of St. Louis was designated as the place for the second meeting.
