In this Chapter the recommendations of the Commission for the inauguration of new work which will involve large expenditures are summarized in the order in which they are recommended for preferential development. As in the previous Chapter they are divided into educational groups. The groups stand in the order of preference as groups and the items in each group are likewise in order of preference within the group, but the development of work in the various groups will necessarily be carried on to a considerable extent simultaneously.
