The statistics reveal that in 1980, only 40% of black youth between the ages of 18 and 24 were even registered to vote. A number of reasons have been advanced to explain the non-participation of young blacks in the political area, with "apathy" heading the list. These young people have grown to maturity without any first hand knowledge of the struggle that many of their elders had to go through in order to be able to vote. This handbook, which will be particularly helpful to those agencies and organizations interested in increasing the participation level of first-time voters, delineates and illuminates the strategies which have effectively turned around black voter participation, particularly among those young blacks born during the turbulent 60's.
