It is a communication from several active 'and zealous Lancashire clergymen whose names are appended to it, and was probably addressed either to the Privy Council or to the High Commission Court for causes ecclesiastical in the province of York, established under the statute of 1 Eliz.1 This court was armed with a vast and immense range of powers, and was fully authorized to undertake the reform of all abuses of faith and morals, clerical and lay, in the Church and out of it.
