But the inquest, which could have implicated all living presidents, two senators, an American multi-billionaire, and several communist countries, was mysteriously terminated by an unnamed, big-wig politician.
Paul Silva, a decorated Vietnam veteran running from his demons, stumbles onto the scene in 1989. With the help of the Mafia, he begins his own hunt for the Cuban known as "Fidel."
But those involved in the highest echelons of government know that Paul's snooping will expose to the American people its seedy underbelly and determine that the best way to remain subterranean is to assassinate Paul.
