Excerpt from By-Laws and Rules of the Oakland Free Library: Including the City and County Branches and the Oakland Public Museum; Adopted October 7, 1913
Section 1. The chairman of each committee, or in his absence a member acting as chairman pro tern, shall approve all bills arising out of expenditures in its particular department. Any bill pertaining to two or more departments may be audited by the chairman of any of the committees concerned. All bills before being approved must be certified by the Librarian, unless previously authorized by resolution of the Board or by action of one of its authorized committees.
