England's countryside is facing the challenge of change. Agricultural reform coupled with change in other traditional rural activities is creating an urgent need for diversified employment and non-farm business. This report is the result of the first ever national investigation of enterprise creation and development in rural areas. The results present a review of the attitudes of businesses currently operating in remote rural, accessible rural and urban areas and their perceptions of the relative advantages and disadvantages of their location.
