Prior to the creation by the Federal Government of the Interstate Commerce Commission in 1887 the legal regulation of railways was a duty resting upon the individual States. Practically all of the States 'have enacted laws regarding railway transportation within their bound aries, and probably the majority of them have created the office of commissioner of railways to supervise the execution of such laws.
