Cutting hospital payments as a genera rule makes good sense to the Chair. From our previous hearings on the implications of ris ing health care costs, it is clear that we need drastic action.
I don't know why the taxpayer and Medicare should pay for any part of another new hospital in a State which does not have a health plan in place. In the State of California, the hospitals are 40 percent empty, and they are building new hospitals. This should stop.
