The only begetter of this volume was Mr. Philip Kerr of The Round Table, who, in conversation, suggested to me that there was room for a book which, by dealing with British foreign policy apart from a narrative of events, should endeavour, with out undue length, to put forward the views of past British statesmen. Unfortunately Mr. Kerr has been too busy for me to consult him during the pro gress of my work, so that I cannot say how far it fulfils the idea that was in his mind.
