Provides a snapshot (as at 2005) of some of the issues and concerns shared by civil society organisations across the Commonwealth regarding current trends in progress towards the Millennium Development Goals. The report analyses progress and draws on reports by governments and civil society organisations. Breaking with Business as Usual examines the domestic and international policy environment as well as the resources available for meeting the MDGs – including crucially, the level of commitment shown by Commonwealth donor countries towards creating the necessary global environment in the areas of aid, trade and debt cancellation.
