This is the final report of the CSIS "Project on Export Controls in a Changing World". Disentangling proliferation contols from East-West trade barriers represents a fundamental challenge in two areas of US foreign policy - assisting the economic transformation of the former Soviet republics and Eastern Europe and preventing the continued spread of weapon technologies and capabilities. This report sets forth recommendations for creating a better system of controls for today's changed global environment.
