A windy day in the little town of Tacoville triggered Bill and his little sister Nell to build a couple of kites, using wallpaper, slats and a few old rags for a tail. Several hours later they headed out to the meadow, holding tight to their oversized kites, the tails flapping wildy about in what had now whipped up to very blustery gusts of wind.
