As the most convenient guide to the use of this bibliography we have arranged a subject index with references to marginal numbers.
All persons familiar with the literature of municipal government, are familiar with the very complete bibliography of this subject pre pared by Mr. Robert C. Brooks, to whom we are greatly indebted for guiding us in selecting much of the material herein contained.
If this bibliography shall become an aid to the many men and women in Indiana who are interested in the betterment of our city and town government, and in the solution of the many vexing prob lems connected with modern social life, the work necessary to its preparation shall have been amply repaid.
