Mr. Haffen was an engineer in the department of parks from 1883 until Mav 1, 1893, and commissioner of street improve ments for the twenty-third and twenty-fourth wards from May 1, 1893, to December 31, 1897. He has been elected to his present office four times since 1897. His first term as president of the borough began on January 1, 1898, and his present term on Jan uary 1, 1906.
