If it should be considered that it would be impossible to obtain the assent of Congress to ad valorem duties, then a specific rate should be so adjusted as most nearly to coincide with ad valorem duty, in order that the interests of foreign producers, joined to the American import ers, could not be combined in the effort to secure the production and introduction Of such sugars as would avoid the spirit of the tariff, while technically conforming to the letter.
