The year just ended has brought many changes. We are now part of a nation at war. As such we must adjust local planning, not only for the year ahead but for a much longer period of future time, to meet the changing conditions and the new demands upon our man power, our pocket-books and our equipment which will be inevitable. While necessary services must go on as usual, in some cases be even increased, it would seem wise to omit every unnecessary expenditure.
