The language above quoted makes several changes in the legislation under which the Commission has been acting, the most important of which is the removal of restrictions as to the building of levees. The appropriation was allotted as follows, viz: To levees, to works of channel improvement, to surveys and examine tions, salaries, and expenses of Commission, to harbors, ih cludin g Red and Atchafalaya.
