Excerpt from Annual Report of the Managers of the Western Pennsylvania Hospital for 1880
The Pennsylvania Railroad Company has completed the bridge over their tracks at Twenty-eighth Street, which is a beautiful and substantial structure. They have also nearly finished the approach connecting the bridge with Liberty Avenue. The retaining wall along the northern line of the Hospital grounds, which was, by agreement, to be constructed by the Company, has not yet been commenced. The Treasurer's report, duly audited, contains an exhibit of the receipts and expenditures during the fiscal year. The Department is largely in debt. The failure of the State appropriation of 1879, owing to the culpable negligence of Legislative officials, has proved a serious embarrassment to the Hospital. I stated in the report of last year, and I repeat it in this, that our receipts have diminish ed, by a decline in the rate of interest on the investment of the Endowment Fund as well as by the failure to realize interest due on the mortgage of the Library Hall Company.
