In the new form of report, instead of considering the work by the departments and divisions that have done it, the organization units are disregarded and the division is made by classes of work. A summary of the work of the Panama Railroad Co. Is also included in this report, which has not been done heretofore. The two organiza tions - canal and railroad - are so interdependent that a complete summary must include both.
