In view of the palpable and unavoidable injustice of this apprentice system as it exists, the suffering of the victims and the inadequacy of the Courts either to release in general the children now held in practical slavery, or to prevent the binding of others under the same law, I would most earnestly urge the necessity of an enactment of Con gress to remedy this great evil.
