An eminent officer on the staff of Gov. Andrew, in a pam phlet published in 1864, says, It seems a mockery to affirm, in feeble words, truths which the prodigious sufferings of the past three years have impressed on our very hearts but the lessons of the past are soon effaced from the memories of a people so busy and so hopeful as ours. Moreover, in a republican community, where almost every man is dependent on his devotion to business of some sort, there is an instino tive combination against any intrusive demand of the State which will interrupt the daily avocations.
