Excerpt from Annual Report of the Adjutant General of Maryland: Transmitted to the Governor and Commander-in-Chief, in Pursuance of Law, for the Year 1873
The fourth section of the Acts already referred to, contem plate the enrollment and organization of the entire body of Militia in the State. You are aware that no such enrollment nor organization exists, and it would be impracticable to set on foot such an establishment without costly facilities which the law has not provided; nor, indeed, is it believed, what ever was the practice in earlier times, that any serious intou tion was entertained to carry into effect a measure that would be so little in accord with the spirit and social interests of the present day. I would, therefore, suggest such an amend ment of that section as would limit its application to the uni formed Volunteer Forces. Except ia times of war.
