It would seem then that the defect, accord ing to the opinion of some, must arise, first, from a deficiency of employment for the labouring poor, arising from an augmentation of population to a greater degree than the sources of employment; secondly, wages inadequate to the price of provisions; thirdly, a corruption of morals, and the consequent loss of that spirit of independence which for merly possessed the hearts of the labouring poor or, fourthly, bad laws, or bad manage ment of the laws.
