Section 167 of the Local Government and Housing Act 1989 introduced the new performance indicator regime whereby local authorities have to produce an annual Report to Tenants about housing management performance during the past year. The Department of the Environment commissioned this research, undertaken by the Centre for Urban and Regional Studies at the University of Birmingham, to evaluate the first year's operation of the new regime. The research took the form of a national review of Reports to Tenants produced in 1991, with limited testing on tenants and other Report users, and a series of six detailed case studies.
