Bengal, then, comprises Bengal Proper, Bihar, Orissa, and Chutia Nagpur, with some dependencies, governed 'by' a lieutenant-governor; 'and Assam, with its dependencies, governed by a Chief Commissioner. These provinces lie between 19 18' and 28 15' north latitude, and between 82 and 97 east longitude; they-contain about square miles, and about sixty-seven millions of inhabitants.
