He served as its Colonel for five years and during that time commanded all the troops of Tennessee, as he was the ranking oficer of the State. During this time he wrote the rules and regulations that govern the mil itary forces of Tennessee, which have been pronounced by military experts as one of the best works on military science that have been written. After serving contin uously for nine years he voluntarily went on the retired list as a brigadier-general.
Colonel Hutchison was not to be permitted to remain on the retired list, as the Governor of Tennessee, Malcolm R. Patterson, ap pointed him the Commissary General of the State, and also a member of his personal mil itary stafi, which office he held with marked ability, as his previous training fitted him for the post.
