The purpose of this little book and the circumstances under which it has been prepared may be brie?y explained. For a considerable period and in many articles I have opposed in the British Weekly the plan of the Referendum. That plan has had very in?uential support in both parties. Mr. Balfour placed the Referendum as the third item on the programme of the Unionist party issued at his contest for East Manches ter in 1895. Lord Rosebery in his attack on the Budget, published on June 22, 1909, complained that what was proposed was not a Budget but a revolution, a social and political revolution of the first magnitude.
