For medicare, budget deficits are not the only problem. The medicare trust fund is, as you all know, rapidly approaching a period of time in which it will no longer have sufficient funds to finance health care expenditures for the elderly. Under cur rent assumptions the program will reach this point in 1987 or 1988 unless some thing is done to moderate its growth.
