Wnsasas, In consequence of the existing blockade of our ports, the pre sent tariff on foreign goods is rendered comparatively inoperative; and whereas, in consequence of the exorbitant prices at which many articles of prime necessity are held, it is our duty to encourage the introduction of foreign merchandize by every fair and legitimate means within our power; therefore.
