Effective immediately, the procedure set forth herein shall be followed in all instances of overpayment (1) under present or past programs administered through the Agricultural Adjustment Administration (herein after referred to as the Administration) wherein the amount of the over payment was or was not earned by one or more other persons with whom full settlement therefor has not heretofore been made by the person overpaid or (2) under future programs so administered.
