I AM glad to know that during the twenty years which have elapsed since the publication of the First Edition of this work it has held its place as the recognised text book of the law upon a very important subject. In pre paring this edition I have been assisted by my friends and former pupils, Mr. N. Paliologus and Mr. George Rosher. I believe it will be found that their industry has added to the work a complete record of all the treaties which have been made and all the cases which have been decided since the last edition was published.
