T is necessary that I should write a few words, by way of preface, in order that I may if possible prevent any of those misconceptions which the title Ihave adopted may be apt to create, and lest the reader should suppose that I write as a Political Economist; perhaps a little syllogism, though not an entirely true one, will serve best to explain my object in writing.
