The foundation of the Comitia Centuriata, the great timocratic assembly of the Roman people, in which all freeholders are arranged according to wealth and age for the purpose of military registration, is ascribed to this king. For the details of classification, see T. H. R., 52. The comitia centuriata was at first a purely military assembly (it is the army of the state under the kings), but it develops into the chief political assembly of Rome.
