The early years of the nineteenth century were times of national anxiety and financial difficulty. The great war in which the country was engaged against Napoleon taxed to the utmost the nation's resources. When at Waterloo his overthrow was accomplished, the United Kingdom found itself saddled with a vast debt of over the payment of interest on which absorbed nearly half the total revenue of the country. The condition of the people was never worse.
